If commander writes an insulting statement in a soldier's file, is AR 600-100, para 2-1a(13) being violated?

The statement is like "you are more fit to live in nursing home than to fight in the field". Does this go against, AR 600-100, para 2-1a(13)), which states that "(13) Treating subordinates with dignity , respect , fairness and consistency". If this is reported to IG, what is the consequence for the soldier and the commander?
