After cleaning my computer it wont turn on... nothing appears on screen, the fans are run at full speed though?

I cleaned it with a hoover around the edges and around the CPU heat sink and power supply. any tips on how i could test individual components etc to see if its one thing that's broke or the whole thing would be much appreciated
