What do I do about this girl?

Alright so there's this girl Mandy and I've known her for like 7 years and we hadn't really talked much until last year and it was really cool, like we weren't together but we were still kinda friends. Then I guess it all fell apart and now we don't talk much at all and she's off in a out of state college. I really like this girl and I don't know what to do, I'd like to date her but heck I'd settle for just talking and kinda hanging out again. What should I do? What's a good way to ask some one to hang out? Or any other help?
